I have a Cokin filter holder which fits my 24 mm 105mm lens which is a 77mm screw
Is there a fitting ring that would allow me to use it on my Tamron 28mm 300mm which is 67mm screw ?

Its not a 77-67 step down ring your after - its an adapter ring.
Cokin and other filter makers have have filter holder rings in a varity of sizes.
You need to buy a 67mm ring that will screw onto your lens and the filter holder will attach to that (after removing the 77mm ring)
This way you can have a ring to fit all filter threads and use the same holder.
Hope this makes sense
