Generally speaking, yes, you do get what you pay for.
Quality monitors are not much more expensive, for example, Samsung do a 22" widescreen for the sum of £120 (price at www.novatech.co.uk) with a 3 year on site guarantee. I use a 22" 226BW and find it excellent for photoshop work.

For just general computer work, probably fine. For serious photography work you need to spend a lot more. Most computer monitors on the market today are very poor at colour reproduction and most can't even manage to display the whole sRGB colour space.
